How our laws are made

Bills are the formal proposals for law introduced in Congress. Public bills (those that affect the general public) are numbered in the House of Representatives and Senate, depending on where they are introduced, and become Public Laws, or Acts, after passing both houses and being signed by the President. Once a bill becomes an act, it is published in the Statutes at Large.
